THE BIG PICTURE
WHO One Health Program and Utah.
May 2021, the One Health High-Level Expert Panel (OHHLEP) was launched with 26 selected key international experts.
OHHLEP will initially focus on providing:
- policy relevant scientific assessment on the emergence of health crises arising from the human-animal-ecosystem interface; and
- guidance on the development of a long-term strategic approach to reducing the risk of zoonotic pandemics, with an associated monitoring and early warning framework, and synergies needed to institutionalize and implement the One Health approach, including in areas that drive pandemic risk.

The One Health concept recognizes:
- The link between the health of humans, animals, and our shared environment;
- The need for multidisciplinary collaboration to solve interconnected health challenges.

The United Nations has a well known agenda. It was called agenda 21 and now is 2030. In 1992 at the Conferences | Environment and sustainable development they developed the SDG goals action plan.
“The ‘Earth Summit’ had many great achievements: the Rio Declaration and its 27 universal principles, the United Nations Framework Convention on Climate Change (UNFCCC), the Convention on Biological Diversity; and the Declaration on the principles of forest management . The ‘Earth Summit’ also led to the creation of the Commission on Sustainable Development, the holding of first world conference on the sustainable development of small island developing States in 1994, and negotiations for the establishment of the agreement on straddling stocks and highly migratory fish stocks.“

The United Nations Overall ONE Program
“CEB’s contribution to the preparatory process of the 2005 World Summit culminated in the publication of “One United Nations: Catalyst for Progress and Change — How the Millennium Declaration is Changing the Way the United Nations System Works”, which was launched at the July 2005 session of the Economic and Social Council and was commended by the President of the Economic and Social Council to the Summit.
The publication evolved as a product of the United Nations system assessment of its role in supporting the implementation of the goals of the Millennium Declaration. It was intended to demonstrate how the common endeavour engendered by the Declaration has been serving to broaden the perspectives of all organizations of the United Nations system and helping them, both individually and collectively, to deepen analysis, expand knowledge-sharing, reinforce synergies and sharpen the focus on results. And it sought to underscore the system’s readiness to be held collectively accountable for its efforts in this regard.”

“The present report summarizes the outcome of the independent evaluation of lessons learned from “Delivering as
one” conducted in 2011-2012 in accordance with the request of the General Assembly, contained in paragraph 139
of its resolution 62/208 and paragraph 21 of its resolution 64/289. The evaluation was overseen by a regionally balanced group of evaluation experts appointed by the United Nations Secretary-General, the Evaluation Management
Group.*1
The report has been made available to Member States with the cover of Note of the Secretary-General A/66/859.
This summary report is based on a full evaluation report prepared by a team of consultants, which contains extensive
evidence and analysis in accordance with the norms and standards of the United Nations Evaluation Group. The full
report is included in the attached CD-ROM.”
These are some groups who helped support this project.
“Much appreciated financial support has also been received from within the UN system. The following organizations have made contributions to the evaluation budget: the United Nations Development Programme (UNDP); the
United Nations Educational, Scientific and Cultural Organization (UNESCO); the United Nations Population Fund
(UNFPA); the United Nations Children’s Fund (UNICEF); the United Nations Industrial Development Organization
(UNIDO) and the World Food Programme (WFP) as well as the United Nations Evaluation Group (UNEG).”
“The “Delivering as one” approach emerged from intergovernmental decision-making on the operational activities of the United Nations system for development. In resolutions on the triennial comprehensive policy
review adopted in 2001, 2004 and 2007,3
the General Assembly called for strengthening the system. “Delivering as one” involved pilot attempts to respond to those provisions.”
“One of the key recommendations of the High-level Panel was that the United Nations system should “deliver
as one” at country level. That would include the adoption of the “Four Ones”, namely One Leader, One Programme, One Budget and, where appropriate, One Office.”
This is a dicatorhsip, and goes against everything America stands for, was built on, and frankly is in direct conflict with our constitution.

ONE Utah beginning: 500 day plan from Gov. Cox and Lt. Gov Henderson
We would like to just point out when they say “stakeholders” that does not really include the people. It’s groups,NGOS,PPPs, that say they represent the people.
“More than 100 community leaders from across the state participated in developing draft policy suggestions. The transition team’s executive committee then took those recommendations to create the first iteration of the 500-day plan.
The executive team included Co-Chair Lynne Ward, former deputy chief of staff to Gov. Olene Walker; Co-Chair Steve Starks, CEO of the Larry H. Miller Group of Companies; Natalie Gochnour, director of the Gardner Policy Institute at the University of Utah; Rich McKeown, co-founder of Leavitt Partners; and Austin Cox, campaign manager of the Cox-Henderson campaign. (Most of these people are NOT elected.)
Ward thanked the volunteers for their invaluable contributions.
“This report is the result of an unprecedented community effort,” Ward said. “I’m proud to have been part of this analysis and I look forward to seeing these ideas evaluated by the Cox-Henderson administration in the coming weeks and months.”
Gov. Cox expressed his gratitude to transition team members, especially the executive team.
“We’re overwhelmed by the generous time and commitment offered by such accomplished experts and community-minded volunteers,” Gov. Cox said. “Like all well-used road maps, this One Utah Roadmap will be dog-eared and lovingly consulted over the next year and beyond. The road ahead will have detours, yield signs, fast and slow speeds, and bridges which we will navigate. We can’t thank all those involved in the transition enough for offering their best ideas to improve the lives of all Utahns.”

“The One Utah Roadmap shares the vision, principles, priorities, and action
items of the Cox/Henderson Administration for the first 500 days in office.
It is a dynamic document that will be regularly updated.”
Frankly how do you say a lot of nothing yet make it sound like something, all while hiding an agenda?

The United Nations has a “One Water” program.
“The ONE Water Stewardship Initiative (TOWSI) provides a comprehensive suite of solutions to industrial water users in any region, any sector with any type of water-related challenge. Without effective engagement with the private sector, it will be difficult for countries to contribute to meeting SDG 6. TOWSI accelerates watershed-based outcomes by providing industrial water users with an international best practice framework to assess water uses, impacts and risks so that companies better understand their water challenges and opportunities. Once the risk assessment phase is completed, TOWSI connects water users with water technology solutions to help them mitigate water quality and quantity related risks.”
and
“TOWSI is the only program of its kind globally that connects water stewardship with water technology in a single engagement to ensure that water users do the right things, at the right times and places when it comes to improving water stewardship outcomes both inside and outside the fence line. TOWSI accelerates meeting SDG 6 as it will be implemented by The Water Council in partnership with key stakeholders that constitute its North American water innovation, technology and stewardship ecosystem.”

Something to pay close attention to below is the “community” references. Keep these in mind with the United Nations goals. This is one world control, ownership, and a complete loss of sovereignty. One piece taken at a time under the guise of doing “good” for the “community,” This leads to communisim.
Karl Marx’s vision of communism was a UTOPIA where if all production and scarcity issues could be “resolved” poeple would live in one universal community.
States rights will essentially disappear. They will no longer be able to protect their own water, land, energy. It will now be viewed as “community owned,” if this “ONE” project is allowed to continue.
Below is the Sandy “ONE Water Way”
ONE Water Way
“The goal of Sandy ONE Water Way is to preserve the quality of our water. To achieve this goal we must protect watersheds that provide us with drinking water, ensure groundwater source protection, make improvements to stream water quality, and conserve water.
The purpose of ONE Water Way is to educate the public on good stewardship of our waterways. There are many different aspects of water. Whether it’s about reducing consumption, learning water conservation principles and practices, ensuring drinking water quality, or preventing water pollution. The key is understanding that all these different aspects of water impact each other. Think of every way you might impact water quality and take preventative and positive actions to protect our water.”

“The GSL watershed is a closed basin. Everyone who lives, works, and plays within this watershed
relies upon the same, precious One Water. We must begin to think about our watershed as a
community, considering where our water comes from and where it goes. The water we use was
once used or passed through someone’s system upstream. The water we drain, flush, or return is
inevitably used by someone or something downstream. We all use and rely upon One Water. That
One Water is what makes us One Community. It will take One Community to preserve One Water for
future generations.
The intent of this Work Plan is to create that opportunity”

Did you know the United Nations was pushing “Virtual” education? This goes back to at bare minimum the 80s.

Utah was particularly instrumental in moving the entire country, not just the state into virtual education.
Below is a quote taken from this blog
WESTERN GOVERNORS UNIVERSTIY
Higher education was deemed as the vehicle to implement this across the United States. SmartUtah, QGET (Quality Growth Economic Toolset), Western Governors University (WGU), and what is now known as Envision Utah linked up to push the technology agenda. An audit of these groups together was very enlightening.
“The implementation plan approved in Omaha described two visions, three missions, four benefits, five roles, and 16 activities for the WGU. In this jumble, and mixed throughout the governors’ rhetoric, several themes kept reappearing which can be thought of as portraying the original goals of the WGU” all with advanced technology central to the process:
- Improving access to education and reducing its cost
- Encouraging competency-based degrees
- Changing higher education
and another quote below:
“The effect of this on the development of the WGU was evident through three main changes which took place.
- Promoting the role of advanced technology in the academic activities of traditional colleges and universities became less important to the broader mission of the WGU.
- Within the original set of goals, the cost-savings rationale was de-emphasized, while the institution’s mission of providing competency-based learning and improving access to education was highlighted.
- Those involved in developing the WGU began to back away from the notion that the institution was going to force a wholesale change in traditional higher education. However, despite such significant adjustments to the original vision, the “fundamental revolution” of the WGU as it was initially conceived by Leavitt and Romer (Western Governors Association, 1995b) remained intact.”

“The Point” appears to be part of the UN’s “innovative” global education model. Jefferson Moss is over the innovation hub at The Point. Below is a video that goes into some further information about the hub.
https://m.youtube.com/watch?v=wp5ZTzrFVzA&feature=youtu.be
Overview:
At about 32 minutes, Jefferson talks about “aligning K-12 with college and Higher Ed and doing it through “corporate sponsorships.” He talks about working with “5 innovation districts” in Utah including the Inland Port to ensure that the “innovation” is “statewide.”
He describes The Point as an “exportable model”. It is designed to be an innovation hub for all 16 Utah universities and to align university research, and K-12 education curriculum, with the SDGs – sustainable development goals.
Note: the legislature recently consolidated the powers of the Higher Ed Board so that all Utah Universities and Technical Colleges are under their purview. Gov. Cox also just overhauled and consolidated the Higher Ed Board membership. He took it from 18 members to 10 all-new members in order to: “better focus on a statewide vision.” “The governor wants Utah’s colleges and universities to be more aligned with workforce needs…” No Utah governor has ever replaced the entire board at once. Source: Deseret News
Back to the video:
Theresa Foxley talks about strategic partnerships and says *the corporations* want to make sure we are “baking sustainability into our model.”
The Tribune host talks about “never having to leave” your “district” and about Teresa Foxley’s work with bringing in industry partners like Amazon, Google, Facebook, Microsoft and Twitter.
The Rocky Mountain Power Exec over sustainability talks about using the Point as a hub to combat climate change and “get off fossil fuel”.
Jefferson concludes most of his remarks by talking about bringing together “blockchain, AI and VR so that they’re bumping into life sciences, national security and cybersecurity.”
Jefferson said that the current 5 Utah innovation districts are:
•Utah Tech – 162 acres
•UVU – 262 acres
•Falcon Hill – (Hill Air Force Base) 550 acres
•Inland Port – 16,000 acre
•Salt Lake City – (1/5 of Salt Lake City)
The Rocky Mountain Power Rep essentially said that they are building out Smart Regions/Smart Energy Grids and that Rocky Mountain will have the ability to allocate power and delete power where they see fit.

Envision Utah has similar messaging to the UN. See below:
https://www.unicef.org/globalinsight/reports/youth-fellows-our-future-pledge
“Envision Utah and the National Energy Foundation (NEF) have combined their resources to create Envision Your Future, an educational program for teachers and students (grades 5 to 12) in Utah. This program will help students understand the complexities and issues involved in planning for our future. Envision Your Future will cover topics dealing with natural resources, civic government, geography, mapping, zoning, construction, and more. NEF and Envision Utah will develop the instructional materials as well as the training of teachers. The Envision Your Future materials will be easy to use and will correlate with school district standards and core curricula. Envision Utah and the National Energy Foundation share the common goals of having educators and students throughout Utah, particularly along the Greater Wasatch Area, receive training that deals with quality growth and the public participation processes. Students will learn how decisions made today will affect the quality of a community for generations to come. A pilot program will begin at selected schools in the fall.”

Envision Utah and Better Utah??? Why is Envision Utah pushing, shaping, writing policy in Utah? This is NOT representative government. It’s a shadow government takeover. “Sen. Cramer, Colleagues Introduce Resolution to Prevent President Biden from Ceding U.S. Sovereignty to World Health Organization
WASHINGTON — U.S. Senators Kevin Cramer (R-ND) and Jim Risch (R-ID) introduced a resolution to ensure the President does not cede U.S. sovereignty to entities like the World Health Organization (WHO) by ratifying global pandemic agreements without Senate approval.
“Any binding agreement with the World Health Organization should require Senate ratification as a treaty,” said Senator Cramer. “The World Health Organization has proven itself incapable of holding the Chinese Communist Party accountable for its role in the COVID-19 pandemic. Relinquishing U.S. sovereignty to an international entity like this would dilute American excellence.”
“The United States is a sovereign nation that cannot cede power to the deeply-flawed World Health Organization for any future health emergency. The WHO failed to hold China accountable for the global spread of COVID-19, which killed over 1 million Americans and thousands of Idahoans. Giving it power over any future health emergency affecting the U.S. would be a disaster with potentially deadly consequences,” said Senator Risch. “This resolution makes clear the Senate must approve an international agreement – in any form – that requires new or expanded legal obligations in the U.S.”
Following a December 2021 special session held by the World Health Assembly, the decision-making body of the WHO, an Intergovernmental Negotiating Body (INB) was formed to draft an international agreement to strengthen pandemic prevention, preparedness, and response. The INB has developed a working draft for further negotiation and is expected to deliver a final agreement by May 2024.”
